In 2009, Davao City took a significant step towards sustainable water management by enacting Ordinance No. 0298-09, formally recognized as the Davao City Rainwater Ordinance of 2009. This ordinance promotes the collection and utilization of rainwater, a vital resource for addressing the city's water supply challenges, especially during dry seasons. However, the Implementing Rules and Regulations (IRR) that would provide the necessary guidelines for the ordinance's execution were not established until 2014. This delay was addressed through Executive Order No. 45, series of 2014, which laid out the framework for the practical implementation of the ordinance.
